Why is Kizaru so slow when he has the power of light (Pika Pika no Mi)?

This is an intentional trait of Kizaru's that reflects his personality. Despite his ability to move at the speed of light, Kizaru is portrayed as very laid-back, even apathetic, often not taking the events around him too seriously. This contrast between his abilities and his attitude creates an aura of unpredictability and humor in his interactions. He is fast and deadly in battle, but his relaxed and nonchalant attitude is one of the reasons he is such an intriguing and popular character in One Piece.
